Orange County set the assessed value on every Hillsborough home as of January 1, 2025. The next reappraisal is not scheduled until January 1, 2029. That four-year gap trips up more buyers here than anything else on a Hillsborough listing, because the value your tax bill is calculated from is locked to a 2025 date while the rate applied on top of it gets reset every summer.

The assessment date also changes how an appeal works. If the county's number is wrong, the appeal must argue what the home was worth on January 1, 2025, rather than what it would sell for now. Informal appeals open in January and close at the end of March, and the formal round follows. One more question gets skipped most often. After going under contract, who is your single point of contact, and is that the same person who showed you the homes? On larger teams, it is not. Ask who signs a due diligence extension request and how many days before the deadline they would request it. In a 1920s home off Churton Street, a repair estimate can take longer to come back than the contract allows, and the person who owns the file has to see that coming.

In July 2025 Tropical Storm Chantal dropped about 10.5 inches of rain on the town and pushed the Eno River to a record 24.79 feet at the Hillsborough gauge. Orange County's damage assessment counted 273 residential properties hit and could confirm insurance on only 19% of them. A standard homeowners policy does not cover flooding, and a lender requires a flood policy only if the address is in a mapped high-risk zone.

Why distance from the river is not the whole answer
Chantal also flooded the town's water plant and pump stations, sending about 75% of the town's sewage into the river and placing every Hillsborough water customer under a boil-water notice. Those effects reached addresses far from the water.
Hillsborough is a few miles east of where I-40 and I-85 divide, which is why one small town has a direct run at two different job centers. Chapel Hill and UNC are roughly 15 miles away on I-40. Durham and Duke are about 20 miles east on I-85, and downtown Raleigh is about 40 miles away.
