The Winding Creek listing says construction will not begin until a buyer is under contract with a construction loan. A construction loan pays the builder in draws as each stage is completed, and some loans convert to a permanent mortgage once the home is complete. Ask your lender how long the rate lock lasts and how many draw inspections are included.

Has Water Ever Come Into the Basement?

On any resale Mebane basement, I ask the seller about past water problems and whether there is a sump pump or perimeter drain, then have the inspector check the walls and floor for moisture.
